Adv. Ayelet Nahmias-Verbin

Ms. Nahmias-Verbin was appointed in January 2022 as the Chairperson of The Israel 
Export Institute.

Ms. Nahmias-Verbin served as Member of Knesset on behalf of the Zionist Union/Labor party between 2015 - 2019. She was a member of the Economic committee, defense and foreign relations committee, and the house committee. Ms. Nahmias-Verbin also headed the Industry caucus and was awarded "best parliamentarian" by the Israel Democracy Institute in 2016.

Following her tenure in the Knesset, Ms. Nahmias-Verbin assumed various roles and leadingpositions in the business and public sector, implementing her unique multi-disciplinary expertise and knowledge. She currently serves as Vice President of the Manufacturer's  Association of Israel, Chairperson of Tavlit Plastic (a family-owned factory specializing in irrigation and water technologies) and serves as a board member in several companies - in technology, renewable energies and fintech.

In addition, Ms. Nahmias-Verbin acts as the chair of Jready – the global crises management network by the Jewish agency, chair of the fund for the victims of terror as well as Chair of the Board of the Ben Gurion House in Tel Aviv, and as a leading expert in corporate governance, she still makes the time to teach and train in senior management courses in Lahav, the management faculty at the Tel Aviv university. 

Ms. Nahmias-Verbin graduated with an LLB from the Hebrew University and holds an LLM in Commercial Law from the Tel Aviv university. 

Born and raised in Tel Aviv-Jaffa to one of the founding families of Israel, is married to Ivri with three children Yonatan, Asaf & Alma, their Dog Shilo and living in the heart of Tel  Aviv.

Biography

In 1971, Bar-Lev enlisted in the IDF and served as a soldier and commander of the Sayeret Matkal special forces unit. He was one of four commanders of the forces that broke into the Savoy Hotel in 1975, and during the Entebbe Operation, he commanded over one of the unit's teams.

In 1980, Bar-Lev earned a BA from the faculty of Agriculture in Rehovot, relocated to Eilat and began working as an agronomist at the experimental agricultural station near Kibbutz Yotvata. At the end of 1984, he returned to military service as commander of Sayeret Matkal. He was part of the force that stormed Bus 300. Under his command, the unit received a citation from the chief of staff for its actions.

Bar-Lev earned an MA in International Relations and wrote his master’s thesis on “Security Arrangements in the Golan Heights Considering the Future Battlefield”, which was published as a book in 1999, approximately 10 years later. In 1992, Bar-Lev returned to military, at the request of Chief of Staff Ehud Barak, serving as commander of HaBika Division. He later served as member of the negotiating team with the Palestinians in the Gaza-Jericho Agreement, and later in the peace accords with Jordan. Following his release from the army for a third time, in 1995, Bar-Lev began working as an entrepreneur in the high-tech sector. In 1996, he registered for the first time with the Labor Party and joined the Dor Shalom Movement that was founded following the assassination of Prime Minister Yitzhak Rabin. As part of Dor Shalom, Bar-Lev founded the Aharai! organization, which works to connect youth from the geographic and socioeconomic periphery to the Israeli, Zionist and democratic experience. Barlev headed the NGO for 15 years, until his election to the Knesset. At the same time, in 2000, he founded the company Paieon Medical, which specializes in medical imaging equipment.

In 2013, Bar-Lev ran for the Knesset and won the seventh spot on the Labor Party's roster, becoming an MK in the 19th Knesset, where he was a member of the Foreign Affairs and Defense Committee.

Bar-Lev was a member of the 20th Knesset, and the 24th Knesset, and has served as Minister of Public Security since June 2021.

Esawi Frej is Israel’s Minister of Regional Cooperation. The second Arab Muslim Minister in the history of Israel. Upon entering office Frej refocused the Ministry’s efforts on cooperation with the Palestinian Authority, as well as with Arab and dominantly Muslim states in the region. Under his leadership the Ministry accelerated its efforts to reconvene the Palestinian Israeli Joint Economic Committee (which hasn’t met since 2009), made significant progress with opening the Jordan Gateway Industrial zone for passage, and launched dozens of initatives to broaden regional cooperation and connect people and institutions. These include, the establishment on a Regional Forum on Diabetes and Obesity, and a Regional Forum for Women Journalists, as well as projects and events that focus  on Youth and Sports.

Before becoming Minister, Frej served as a Member of Knesset from 2013 representing Meretz party. During his years in the Knesset, he served in various roles in the parliament, including Deputy Speaker of the Knesset, and has been a member of the Knesset’s Foreign Affairs, Defense, and Economics Committees.

Throughout his public career Frej has served as a clear and liable voice for the promotion of stronger ties between Israel’s Jews and Arabs, and for building a common Israeli identity based on shared values for all the citizens of the state of Israel. Minister Frej also dedicated much of his public work to make the Arabic language more prominent in the Israeli public sphere.

An accountant and businessman, Minister Frej is the founder of a forum that promotes Jewish-Arab business entrepreneurship and is a leader of social change in the Arab community in Israel. He was instrumental in the appointment of Hanaa Khateeb, the first woman Qadi (Muslim judge) to Israel’s religious court system. He served in numerous public positions, including as a member of the Hebrew University Executive Council in Jerusalem, a member of the Peace Now movement secretariat, a member of the Geneva Initiative council, and a board member of the Tzavta theater in Tel Aviv. An avid football fan, he is also the former owner of M. S Kafr Qasem football team.

Frej is a native of Kafr Qasim, an Arab city of Center Israel. He is married to Nihaya, a highschool principle, and a father of seven.

Mr. Gaby Portnoy, is the Director General of the Israel National Cyber Directorate (INCD). DG Portnoy was appointed by the Prime Minister in February 2022.

Mr. Portnoy began his professional career in the intelligence field when he was recruited in 1988 to the Special Operations Directorate of the Intelligence Corps in the IDF. Portnoy served in the Intelligence Corps for over 30 years, where he held a number of senior commanding and management positions, which combine intelligence, operations, strategy and International cooperation development.

Among the command positions he held: Head of operations in the Intelligence Corps, Commander of Unit 9900 and Head of the Planning, Standards and Budgets Department at the Intelligence Corps.

After 31 years of service, Brig-Gen Portnoy retired in 2019 from his military service and moved to "EnVizion Medical", a high-tech company, where he served as Deputy CEO until his appointment as DG of the INCD.

DG Portnoy holds a bachelor's degree in Industrial Engineering and Design from Shenkar College, and an MBA from Ono Academic College

Insp. General Yaacov Shabtay is currently the 19th Commissioner of the Israel National Police (INP).

Prior to his assignment in January 2021, the Commissioner served as the Head of the Israel Border Guard of the Israel National Police, also known by its Hebrew abbreviation "Magav", the border security branch of the Israel National Police.

Earlier in his career, the Commissioner was appointed to be the Head of the "Sharon" Sub-District in the Central District, receiving the rank of Brigadier General after his position as the Head of the "Samaria" Sub-District in Judea and Samaria District.  In addition, the Commissioner was the Head of the Israel Border Guard's Counter Terrorism School and Head of the "MTPA" Unit for cross-organizational coordination of law enforcement operations against illegal and unauthorized construction.

The Commissioner served in several critical leadership positions throughout his career in the Israel National Police and Israel Border Guard. He has been recognized for his achievements and has been awarded the Israel National Police's Medal of Courage and Medal of Distinguished Service. The Commissioner was among the founders of a Special Forces Counterterrorism Unit in the Israel Border Guard that operated in the Gaza Strip, known as a "Yamas". He founded the "Barak" Unit in the Central District that operated until 2011, later merged into the "Shahar 101" Unit for Investigations and Intelligence, tasked for combatting organized crime in the urban areas. He was later appointed as the Border Guard's Commander of Operations in the Northern District.

The Commissioner was born in 1964. He holds an M.A in Education and a B.A in Business Management. He is married and a father of three.

The Commissioner served in the IDF as a commander in Elite Infantry Units.

Trade Commissioner Director of the Foreign Trade Administration Ministry of Economy and Industry Ohad has been the Trade Commissioner and Director of the Foreign Trade Administration at the Ministry of Economy and Industry since 2012.

He is responsible for an annual budget of 80 million USD and manages 300 employees in Israel and around the world, working in Israel and in 50 Economic and Commercial Missions, located in the most important economic centers globally. These Missions promote Israeli exports and attract foreign investments to Israel.

Ohad is in charge of Israel's international trade policy. As the Trade Commissioner, he led a strategic move to expand Israel’s Free Trade Area (FTA) Agreements network. In this framework, Israel signed a record number of new and updated agreements, among them with Guatemala, UAE, South Korea, Ukraine, Canada, Colombia, Panama, and the United Kingdom. In addition, Ohad initiated negotiations to establish FTA Agreements with several countries, including China and Vietnam. These agreements are still being negotiated.

Ohad initiated the establishment of the "Smart Money" program to assist exporters who are entering new markets abroad. Ohad is the committee chairman of the program, which had a budget of 30 million USD in 2022.

Before he was nominated as Director of the Foreign Trade Administration, between 2007- 2012, Ohad was the Head of Israel’s Economic Mission in Washington DC. In this position, he was responsible for strengthening and advancing the trade and investments between Israel and the United States and enhancing the competitivity of the Israeli industry in the American markets by developing and promoting trade agreements, removing trade barriers, locating and creating business opportunities for Israeli companies, promoting Israel’s economic public relations, encouraging bilateral joint ventures and providing individual assistance to companies.

Ohad joined the Foreign Trade Administration as part of the prestigious cadet course of the Ministry of Economy and Industry, and has held several significant roles within it since then: Director of the South Europe Department, Cadet Course Manager, Head of the Economic Mission to Sweden, which covered the entire Nordic area, Deputy Director of the Bilateral Trade Agreements Division, and Head of the Economic Mission to Jordan.

Ohad was a member of the industrial cooperation committee in the Barcelona Process of the European Union (EU), whose objective was to establish regional economic cooperation between the EU, Middle Eastern and North African countries.

Once he completed his academic studies and before he joined the cadet course, Ohad worked as an economist in the planning and development department at Zim, a large shipping company based in Israel.

Ohad holds a BA in Economics and MBA, both from the University of Haifa. He was born in Haifa in 1971, is married to Monika, and has three children: Eitan, Neta, and Doron. Ohad is a history enthusiast and an avid sports fan.

Mr. Steve K. Francis is currently the Acting Executive Associate Director for Homeland Security Investigations (HSI), the principal investigative component of the Department of Homeland Security. HSI investigates, disrupts, and dismantles transnational criminal organizations and terrorist networks that threaten or seek to exploit the customs and immigration laws of the United States. In this role, Mr. Francis oversees HSI’s workforce, which consists of over 10,000 employees to include special agents, criminal analysts, mission support personnel and contract staff assigned to over 220 offices throughout the United States and across 50 countries worldwide.

Prior to this assignment, Mr. Francis was dual hatted as the Assistant Director for HSI’s Global Trade Investigations Division and the Director of the National Intellectual Property Rights Coordination Center. In these roles, he oversaw HSI’s counterproliferation investigations, which prevents illicit procurement networks, terrorist groups, and hostile nations from illegally obtaining U.S. military products, sensitive dual-use technology, weapons of mass destruction, and nuclear materials. In addition, Mr. Francis led the federal government’s response to combat global intellectual property theft, enforce intellectual properties rights violations, and protect public health and safety.

Earlier in his career, Mr. Francis served as the Special Agent in Charge for HSI Detroit which has an area of responsibility that includes the states of Michigan and Ohio. During this time, Mr. Francis led and supported more than 220 law enforcement agents, intelligence analysts, and professional administrative staff charged with investigating over 400 violations of U.S. laws in furtherance of promoting national security, as well as public safety, and border security.

Mr. Francis has served in several critical leadership positions throughout his career and has been recognized for his achievements as he has been presented the DHS Secretary’s Award for Outstanding Achievement in Diversity Management, HSI Excellence in Public Service, DHS Civil Rights and Civil Liberty’s “Game Changer” Award for establishing the Middle Eastern Law Enforcement Officers Association, Top 25 Trademark Influencers Award, and Michigan State University’s 2020 Wall of Fame Award.

Mr. Francis is a proud alumnus of Michigan State University, where he earned his bachelor's degree in criminal justice, and is a member of the Center of Anti-Counterfeiting and Product Protection Board of Directors

Dr. Lori Moore-Merrell was appointed by President Joseph Biden as the U.S. fire administrator on Oct. 25, 2021. Prior to her appointment, Lori served nearly 3 years as the president and chief executive officer (CEO) of the International Public Safety Data Institute, which she founded after retiring from a 26-year tenure as a senior executive in the International Association of Fire Fighters (IAFF).

Lori is considered an expert in executive leadership, emergency response system evaluation, public safety resource deployment, community risk assessment, data science/analytics, strategic planning, costs and benefits analysis, advocacy, consensus building, policy development and implementation, and generational differences in the workplace.

As a doctor of public health and a data scientist, Dr. Moore-Merrell recently served on the Biden-Harris Transition Team to conduct agency review for the U.S. Department of Homeland Security/Federal Emergency Management Agency (FEMA) as part of the COVID-19 response planning. She has also served on the Public Safety Committee of the transition teams for both the mayor of New York City (2013) and the mayor of the District of Columbia (2015).

Lori serves on national and international boards of directors and advises elected officials, CEOs and local metropolitan fire chiefs in areas of her expertise while providing them scientific data to make fact-based decisions. She was recently awarded Honorary Membership in the Metropolitan Fire Chiefs Association for her expertise in areas of fire prevention, fire suppression or other related disciplines. Lori is only the fourth individual to be presented this honor in the 54-year history of the organization.

Dr. Moore-Merrell is an international speaker, presenter and author. She has also been awarded the James O. Page Achievement Award by the Emergency Medical Services (EMS) Section of the International Association of Fire Chiefs (IAFC) (2001), twice awarded the IAFC President's Award for commitment to firefighter safety (2009, 2019), the Dr. John Granito Award for Excellence in Fire Leadership and Management Research (2010), the Metropolitan Fire Chiefs President's Award of Distinction (2013), the Mason Lankford Award from the Congressional Fire Services Institute (2019), and the Homeland Security Today Mission Award (2020).

Lori is a principal member of the National Fire Protection Association (NFPA) 3000 Technical Committee and is an advisor to the chair of the NFPA 1710 Technical Committee. Lori served 9 years as a commissioner to the Commission for Fire Service Accreditation and 3 terms as a board member for the Center for Public Safety Excellence. Dr. Moore-Merrell is a member of the International Fire Service Training Association Executive Board, as well as the Underwriters Laboratories (UL) Fire Council.

During her 26 years at the IAFF, Lori spent more than 17 years leading a research team made up of international fire service organizations and other partners, including the National Institute of Standards and Technology, the UL, the Urban Institute, the University of Texas, Worcester Polytechnic Institute and the Commission on Fire Accreditation International. As principal investigator and senior project manager on projects funded by FEMA/Assistance to Firefighters Grants totaling more than $23 million, she led the team to produce landmark reports and other tools to improve residential and high-rise fireground operations, community risk assessment, fire and EMS resource deployment, and “Big Data Analytics” — all to help drive executive decision-making. These reports and other resources have changed the face of fire and EMS deployment in countries throughout the world.

Dr. Moore-Merrell has also managed emergency response system evaluation project teams, including secure data procurement, geographic information systems analysis and workload analysis in hundreds of fire departments throughout North America.

Stylianos Papatheodorou was born in the occupied by Turkish troops village Kyra and Massari in Morphou. The son of a priest and member of a large family, he was born in 1971 and grew up in the small village Menoiko, near Nicosia. Since his recruitment to the Cyprus Police in 1990, he has served at various Departments and Services, including the Criminal Investigation Department (C.I.D.), the Prosecution Branch of Nicosia Police Division, the Cyprus Police Academy, Ammochostos Police Division, the Office of the Chief of Police, as well as the Department of Administration and Human Resources. For nine years he was Director of the European Union and International Police Cooperation Directorate. From 2016 until 2018 he held the position of the Assistant Chief of Police for Administration issues and from 2018 until 2019 he held the position of Assistant Chief of Police for Operations. On 10/05/2019 he was appointed as Deputy Chief of Police and on 01/07/2020 he was appointed as Chief of Police.

Mr Papatheodorou holds a degree in Law from Aristotelion University in Thessaloniki and has passed the Examination set by the Legal Council. He also holds a Master’s Degree in Public Administration from the University of Cyprus and is a Graduate of the FBI Academy. He has attended numerous training programmes in Cyprus and abroad on various topics such as the development of leadership skills, security, human rights, corruption, terrorism and administration. Furthermore, he has represented the Cyprus Police at various conferences and seminars in Cyprus, but also abroad.

During the Cyprus Presidency of the Council of the European Union, he was in charge of the coordination of all relevant police actions and responsibilities. He developed various initiatives and activities to promote the Cyprus Police. Besides the above, he also coordinated the preparation of studies on the issues of ‘Gender Equality in the Cyprus Police’, the ‘Age of retirement for police members’, ‘Amendments to the Police Law and Regulations’ and ‘Suggestions for the Review of the Criminal Code'. His vision is to create an organisation that will inspire safety and confidence in each citizen of the Republic of Cyprus, supporting human rights. With hard work from all the members of the Cyprus Police and developing the possibilities provided through technology and education, the above objectives will be achieved.

Mr Papatheodorou is married and has three children and three grandchildren.

Yuri is in charge of leading all the processes of IT&OT&IoT Cyber Security Risk Management, Governance, Engineering, Assurance and Operation including group CERT (CSIRT) and Digital Identity Management.

Previously, between 2014 and 2016, he was head of the Global ICT Solution Center AFC, HR and Procurement and, between 2004 and 2014, he headed the Group's ICT Global Audit Function carrying out more than 150 deep analysis on digital assets and processes at global scale.

He joined the Enel group in 2001 as head of the ICT function (CIO) at Enel Hydro SpA.

Before working for Enel, Yuri Rassega served with various responsibilities in the ICT industry, including the development of systems in the banking sector, TELCO & ISP, ERP, SCADA, ACS, and ICS solutions for various clients.

His experience has developed through a wide range of roles, from software development and electronic design, to consultancy, to entrepreneurial roles and senior management positions.

He began his professional career, very young, in late ‘80s, working on the implementation of many IT solutions in banking sector (for 12 years), including very early digital financial services development.

In early ‘90s he was co-founder of a start-up company developing original SCADA / ACS / ICS solutions automating town’s Wastewater Treatment Plants, drinking water distribution networks and enhanced HVAC solutions for huge buildings.

In 1999 Yuri Rassega served as the CIO of a private Telco Company (landline phone service and ISP) leading the start-up journey from the green-field to the scale-up phase.

He is member of some institution’s expert working groups such as UE-sponsored Working Groups, WEF-World Economic Forum (with 5 publications), Industry associations such as CIGRE (D2 Committee). Many relevant meetings participations such as: G7 and G20.

He serves teaching, being a subject-matter expert adjunct professor, in some Master courses: University of Modena, University of Genova, Bologna Business School, LUISS Business School, University of Firenze, Il Sole24Ore Business School, and presenting many other Lectures at civil and military Academies: eg. Accademia Aeronautica – Pozzuoli (2017); Accademia Navale – Livorno (2018) ; Accademia Militare - Modena (2018); Centro Alti Studi per la Difesa CASD – Roma (2018).

He takes part as speaker, and/or as panel chairman, and/or as Advisory Board Member in dozens of international conferences on cyber security related matters and wireless communications (from the early 2000’s).

Yuri is also an inventor, he thought up of some digital fraud-detection tools and methods patented in Europe, the USA, and some Latin American countries.”

She joined the Israeli Ministry of Foreign Affairs (MFA) as a cadet in 1988. She served as Consul in Sao-Paulo, Brazil (1992-1996), as Consul General to the Southwest of the USA, in Houston, Texas (2002-2005). She served as Ambassador of the State of Israel to the Republic of Cyprus (2015-2017).

In the Ministry in Jerusalem, Yael chaired the Israeli Media department, serving as the Ministry's spokesperson to the Israeli media. In 2008-2015, she served as Head of Bureau for Middle East Economic Affairs at the MFA. In this capacity she has been involved with the advancement of Israel economic relations with Middle East countries.

She was in charge of Women's Status and gender equality at the MFA (2006-2009) and as the Ministry representative to the Consulting Committee of the Authority for the Advancement of Status of Women in the Prime Minister's Office.

During her diplomatic career, Yael won several awards of excellence.

Vivek Mahajan is a global business leader as well as an innovation and technology executive with extensive experience working in number of global leading corporations including Tandem Computers, General Electric, Siebel Systems, Oracle, and IBM. 
He joined Fujitsu in July 2021 as the Global Chief Technology Officer. His mission is to establish Fujitsu as a leading global technology company known for innovative technology leadership.
Before joining Fujitsu, he worked at IBM Corporation as the Global General Manager for Technology Support and Services, as well as the Chief Revenue Officer for IBM Cloud in addition to previous roles leading Global services, Software product division, and Sales and Marketing.
After graduating from Master’s program in electrical engineering and an MBA in Finance/Accounting, he started his career in Silicon Valley as an information technology specialist. Vivek has lived and worked globally including in United States, Australia, Singapore, Japan, and India and is fluent in English, Japanese and Hindi.
